Summary
Muslims in Britain must navigate between their faith commitments and their civic duties. This khutbah provides guidance from the Sunnah.
Part One — First Khutbah
Opening — Khutbat al-Hajah
إِنَّ الْحَمْدَ لِلَّهِ نَحْمَدُهُ وَنَسْتَعِينُهُ وَنَسْتَغْفِرُهُ، وَنَعُوذُ بِاللَّهِ مِنْ شُرُورِ أَنْفُسِنَا وَمِنْ سَيِّئَاتِ أَعْمَالِنَا، مَنْ يَهْدِهِ اللَّهُ فَلَا مُضِلَّ لَهُ، وَمَنْ يُضْلِلْ فَلَا هَادِيَ لَهُ
Innal hamda lillah, nahmaduhu wa nasta'eenuhu wa nastaghfiruhu, wa na'udhu billahi min shururi anfusina wa min sayyi'ati a'malina. Man yahdihillahu fala mudilla lah, wa man yudlil fala hadiya lah.
وَأَشْهَدُ أَنْ لَا إِلَهَ إِلَّا اللَّهُ وَحْدَهُ لَا شَرِيكَ لَهُ، وَأَشْهَدُ أَنَّ مُحَمَّدًا عَبْدُهُ وَرَسُولُهُ
Wa ash-hadu an la ilaha illallahu wahdahu la shareeka lah, wa ash-hadu anna Muhammadan 'abduhu wa rasuluh.
يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ حَقَّ تُقَاتِهِ وَلَا تَمُوتُنَّ إِلَّا وَأَنتُم مُّسْلِمُونَ
"Ya ayyuhalladheena amanut-taqullaha haqqa tuqatihi wa la tamutunna illa wa antum muslimun." (Aal 'Imran, 3:102)
يَا أَيُّهَا النَّاسُ اتَّقُوا رَبَّكُمُ الَّذِي خَلَقَكُم مِّن نَّفْسٍ وَاحِدَةٍ وَخَلَقَ مِنْهَا زَوْجَهَا وَبَثَّ مِنْهُمَا رِجَالًا كَثِيرًا وَنِسَاءً ۚ وَاتَّقُوا اللَّهَ الَّذِي تَسَاءَلُونَ بِهِ وَالْأَرْحَامَ ۚ إِنَّ اللَّهَ كَانَ عَلَيْكُمْ رَقِيبًا
"Ya ayyuhannas uttaqu rabbakumul ladhi khalaqakum min nafsin wahidatin wa khalaqa minha zawjaha wa baththa minhuma rijalan katheeran wa nisa'a. Wattaqullahalldhee tasa'aluna bihi wal-arham. Innallaha kana 'alaykum raqeeba." (An-Nisa, 4:1)
أَمَّا بَعْدُ، فَإِنَّ خَيْرَ الْحَدِيثِ كِتَابُ اللَّهِ، وَخَيْرَ الْهَدْيِ هَدْيُ مُحَمَّدٍ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، وَشَرَّ الْأُمُورِ مُحْدَثَاتُهَا، وَكُلَّ مُحْدَثَةٍ بِدْعَةٌ، وَكُلَّ بِدْعَةٍ ضَلَالَةٌ، وَكُلَّ ضَلَالَةٍ فِي النَّارِ
Amma ba'd. Fa inna khairal hadeethi kitabullah, wa khayral hadyi hadyu Muhammadin sallallahu 'alayhi wa sallam, wa sharral umuri muhdathatuha, wa kulla muhdathatin bid'ah, wa kulla bid'atin dalalah, wa kulla dalalatin fin-nar.
Dear brothers and sisters in Islam,
Living Under a Covenant
Brothers and sisters, as Muslims living in Britain, we are in a position that requires both principled faith and wise conduct. We live in this country through a social contract — we benefit from its security, its services, its freedoms — and in return, we are bound by its laws and norms, so long as they do not compel us to disobey Allah.
The Prophet, sallallahu 'alayhi wa sallam, said:
الْمُسْلِمُونَ عِنْدَ شُرُوطِهِمْ
"Al-muslimoona 'inda shurootihim." (Sahih al-Bukhari, 2721; Sunan Abu Dawud, 3594)
"Muslims are bound by their conditions (agreements)."
When we accept citizenship, residency, or even a visa in this country, we enter into an agreement. Islam commands us to honour our agreements:
يَا أَيُّهَا الَّذِينَ آمَنُوا أَوْفُوا بِالْعُقُودِ
"Ya ayyuhalladheena amanu awfu bil-'uqud." (Al-Ma'idah, 5:1)
"O you who believe, fulfil your contracts."
This means we do not cheat the system, we do not defraud, we do not break the law. Our word is our bond.
Upholding Justice — Even in a Non-Muslim Land
Islam does not limit justice to Muslim lands. Justice is a universal Islamic principle:
إِنَّ اللَّهَ يَأْمُرُ بِالْعَدْلِ وَالْإِحْسَانِ وَإِيتَاءِ ذِي الْقُرْبَىٰ
"Innallaha ya'muru bil-'adli wal-ihsani wa eeta'i dhil-qurba." (An-Nahl, 16:90)
"Indeed, Allah commands justice, excellence, and giving to relatives."
In the Prophet's time, there were non-Muslim minorities in Madinah — Jews, Christians, and others. He established the Sahifah (Constitution of Madinah) which guaranteed their rights, their property, and their religious freedom. He said:
مَنْ ظَلَمَ مُعَاهِدًا أَوِ انْتَقَصَهُ أَوْ كَلَّفَهُ فَوْقَ طَاقَتِهِ أَوْ أَخَذَ مِنْهُ شَيْئًا بِغَيْرِ طِيبِ نَفْسٍ فَأَنَا حَجِيجُهُ يَوْمَ الْقِيَامَةِ
"Whoever wrongs a person under covenant, diminishes his right, burdens him beyond his capacity, or takes something from him without his consent — I will be his opponent on the Day of Judgement." (Sunan Abu Dawud, 3052 — graded Sahih by al-Albani)
Where Faith and Law May Differ
There may be areas where British law permits what Islam prohibits — alcohol, gambling, certain moral norms. In these cases, Islam does not ask us to impose our values on others by force. It asks us to live by our values ourselves and to invite others with wisdom.
And there may be rare cases where the law requires something that conflicts with a clear Islamic obligation. In such cases, we seek to engage through proper channels — advocacy, dialogue, legal challenge — not through unlawful means.
The principle is: obey the law of the land unless it directly commands you to disobey Allah. And where there is genuine conflict, seek guidance from qualified scholars — not from social media or emotion.
أَقُولُ قَوْلِي هَذَا وَأَسْتَغْفِرُ اللَّهَ لِي وَلَكُمْ وَلِسَائِرِ الْمُسْلِمِينَ فَاسْتَغْفِرُوهُ إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ
Aqulu qauli hada, wa astaghfirullaha li wa lakum wa li sa'iril muslimeen, fas taghfiruh, innahu huwal Ghafurur Rahim.
Part Two — Second Khutbah
بِسْمِ اللَّهِ وَالْحَمْدُ لِلَّهِ وَالصَّلَاةُ وَالسَّلَامُ عَلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ
Bismillah, wal hamdulillah, was-salatu was-salamu 'ala Rasulillah, sallallahu 'alayhi wa sallam.
Brothers and sisters,
Your Takeaway — Two Actions This Week
First: Be an exemplary citizen this week. Pay your taxes honestly. Drive lawfully. Fulfil your work commitments. Return what is borrowed. The Prophet, sallallahu 'alayhi wa sallam, was known as al-Ameen (the trustworthy) even among those who rejected his message. Our conduct should make people trust Islam — not fear it.
Second: Engage with your local community in a positive way. Attend a council meeting, participate in a neighbourhood event, or simply be a good neighbour. The Prophet, sallallahu 'alayhi wa sallam, said about the rights of neighbours:
مَا زَالَ جِبْرِيلُ يُوصِينِي بِالْجَارِ حَتَّىٰ ظَنَنْتُ أَنَّهُ سَيُوَرِّثُهُ
"Jibreel kept advising me about the neighbour until I thought he would make him an heir." (Sahih al-Bukhari, 6014; Sahih Muslim, 2625)
Our neighbours — Muslim and non-Muslim alike — have rights over us. Let us fulfil them.
Closing Du'a
اللَّهُمَّ أَعِزَّ الْإِسْلَامَ وَالْمُسْلِمِينَ
Allahumma a'izzal islama wal muslimeen.
اللَّهُمَّ ارْحَمِ الْمُسْلِمِينَ فِي كُلِّ مَكَانٍ
Allahumma irham al-muslimeena fee kulli makaan.
اللَّهُمَّ أَعِنَّا عَلَى ذِكْرِكَ وَشُكْرِكَ وَحُسْنِ عِبَادَتِكَ
Allahumma a'inna 'ala dhikrika wa shukrika wa husni 'ibadatik.
رَبَّنَا آتِنَا فِي الدُّنْيَا حَسَنَةً وَفِي الْآخِرَةِ حَسَنَةً وَقِنَا عَذَابَ النَّارِ
Rabbana atina fid-dunya hasanatan wa fil-akhirati hasanatan wa qina 'adhaban-nar.
رَبَّنَا لَا تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِن لَّدُنكَ رَحْمَةً ۚ إِنَّكَ أَنتَ الْوَهَّابُ
Rabbana la tuzigh quloobana ba'da idh hadaytana wa hab lana min ladunka rahmah, innaka antal Wahhab.
